The congregation cannot change *required provisions, but there are two important exceptions.
First, congregations may add bylaws or continuing resolutions under required provisions, or even new constitutional provisions at the end of chapters that primarily contain required provisions. It is important to remember that these additions cannot contradict ELCA governing documents, including *required provisions.

Second, the synod may permit, for good cause, unamended provisions that were in force when the ELCA was formed to remain in place. ELCA Provision 9.52.
